There is nothing more infuriating than being sent on a huge diversion because of a road closure, especially when it is a utility company taking far longer than needed. Rural communities like ours in Buckinghamshire suffer more than others on this front, yet the fines available to councils to use against utility companies are far too low to be meaningful and need to be higher - a point Greg Smith MP made to the Secretary of State for Transport this morning.
